Invitation to the public lecture on Understanding EU Competences: Lessons from Federal Constitutionalism

he Center for Constitutionalism and Human Rights invites you to a lecture by Nika Bačić Selanec titled Understanding EU Competences: Lessons from Federal Constitutionalism.

Drawing on the theoretical features of federal constitutionalism, this lecture will aim to demystify the concepts of ‘separation’ versus the ‘balance’ of powers between the European Union and its Member States crucial for understanding the standard operation of EU competences. By studying the interactions of those competences conferred upon the EU with the ones retained by the Member States, their inevitable jurisdictional conflicts and overlaps,the lecture will explain the federal nature of competence spillover, particularly evident from the recent jurisprudence of the Court of Justice of the EU in the area of the rule of law and the independence of judiciary. 

The Lecture will be delivered by Nika Bačić Selanec, who works as an Assistant Professor at the Department of European Public Law at the Faculty of Law, University of Zagreb. She is also a holder of the Jean Monnet Module on “EU Constitutional Law and Methodology“.
